Boards need comparability
HOA and COA bids are often impossible to compare because contractors format scope differently. Before voting, normalize the proposals into the same categories and assumptions.
Focus on risk, not just price
A lower number is not helpful if waterproofing, engineering coordination, resident protection, or schedule logic is missing. Boards should evaluate completeness and execution risk alongside total price.
Document the basis for decisions
